Niagara Communities Comprehensive Plan

Planning Process

The planning process will be completed in three distinct phases and each phase of the process relies on participation by local communities, stakeholder groups, and members of the public:

  1. Phase I will describe existing conditions according to the five focus areas of the plan and will involve identification of goals and objectives as well as current issues and opportunities.
  2. Phase II will involve developing a vision for the future and analysis of future needs and conditions based upon alternative future scenarios.
  3. Phase III will provide recommendations and strategies towards achieving a preferred scenario that accomplishes the visions, goals, and objectives identified in earlier phases.
